Attendees: Ted, Martin, Uli
Top 1.2: Accept minutes from last meeting Minutes 2011-04-05
Summary: 1 ok, 1 abstain, no objection, accepted
Top 2.1 - Action items from last meeting
Top 2.1.1 - Notifications to Arbitrators of cases from year 2009 (Update)
- we had some success on 2009 cases in March, 4 closed
Summary: plan to recheck the open cases at least every 14 days for open reminders and to escalate after 3 reminders sent to the arbitrators for rethought how to proceed
Top 2.2 - Currently newly filed disputes
- We probably have a resources problem. Only potential 3 Arbitrators who can handle the cases a20110314.1 and a20110314.2
Summary: Uli prepares a mail to DRO to send to the dispute filing parties: offer the claimant to start before May, if they wants quicker process then escalate
Top 2.3 - Logging capabilities on critical system -> how does this effect Arbitration ?
- One request under a20100212.1 to Critical team discovered a problem with logging time ranges that effects Arbitration (potential problem to gather evidences - max logging between range 6-12 months). So we can expect a logging capability for 6 months max, means, after this time, we cannot get detailed informations from critical team about things that happens the time before.
- The other thing is, we cannot keep the backlog of 1 year for a long time, we have to try to shrink the backlog
- Backlog increase prevention: pickup each newly filed case asap
- As the dispute filings keeps open for 1 year, and you discover a problem, where you need infos from the system logfiles, as I needed in one case, you are out of luck to get this problem fixed. So if we keep the backlog of unopened cases under 6 months, we're save. The case I've started was a case from one year ago ... a half year earlier opened, I have had a chance to answer the case's essential question. So if we keep the backlog clean, no cases open older than, lets say 4 months, we are on the save side, after that, we're running into potential problems ...
- Arbitration concept isn't about to handle cases after 1 year or 2 years. Arbitration concept is to handle cases quickly
- One of the solutions is, to move more and more cases into precedent cases ... but this is a limited solution
- So all our power we have to put on the backlog ... a) not to increase, better to decrease, b) efficiently handle all new cases
- So we're off from the logfiles and back to the topic how to reduce backlog?
- Yes, this is the only way ...
- Current backlog of unopened cases is under 20 cases for about 2 or 3 months, but no change since that. So the effprts has to go onto the unopened 2010 cases
- Find some new Arbitrators ?
- In 2009 we found all new arbitrators on the ATEs
- Reactivate existing Arbitrators ?
Summary: a) search for new arbitrators b) reactivate arbitrators on the list c) list of arbitrators to accept automaticly CM for uli for new cases
Top 4.1 - next meeting: Wednesday, 2011-04-20, 20 CET, 18 UTC ?
- moved to May 3rd
Summary: next meeting Tuesday, May 3rd, 21 CEST, 19 UTC
- [22:11] Chair thanks for coming, closes meeting
