2.1 First preview of new Arbitration Mgmt System added by UlrichSchroeter
Regarding Arbitration team meeting April 28th, topic 2.1 How to handle the arbitration cases wiki (Continued from meeting 2010-03-17) that was added by Hans Verbeek, PD wants to present a software to handle arbitration cases with closed and public parts. A first presentation should be in the May meeting, but no May meeting did happen. Deferred from meeting to meeting.
2.2 Non-responsive Arbitrators report DRO to Board added by UlrichSchroeter
The List of Arbitrators and Case Managers needs some update. We have:
the Board Motion Provision to remove arbitrators on advice of DRO (The committee considers it has the authority to remove arbitrators, but resolves to only do so on advice of the Dispute Resolution Officer and after considering any written or oral submissions made by the arbitrator in question)
- in place. We currently have about 5(6) active, 4(5) busy and 5 inactive CM/A's. Is there any assistance possible to give our DRO or reporting back to finish a report ?

- No, its an offered new system, that PD will write / build
- We all agreed that OTRS doesn't fit our needs for Arbitration Management in an earlier meeting

- All Arbitrators should also have an OTRS account for transfering new dispute filings from OTRS into the Arbitration queue

- regarding inactive arbitrators: what would that solve? I'd suggest leaving the inactive ones as-is... Maybe they get active again some time
- there is a 2 ways activity ... part one, to identify the inactive arbitrators and walk thru the procedures established, part 2, to have a ground base for the AGM report
- we have to work on the backlog ... and checking the list of available arbitrators doesn't match the situation ... we have currently about 5 (6) active arbitrators ... the question, why it tooks so long to start with an arbitration can be simple answered, 'cause we have currently only 5 working arbitrators and all they working on about 10 cases
So we add an orange cube "inactive/busy" to CM/A list ?
- And we define "active" by somthing like "moved forward at least one case furing the last X months"?
- be available as (active) CM is also an option ...
- which IMHO would fall under "moved forward one case" od "made a history entry"

- OK, then I can go through the list and have a look at the suspect's cases.
- Kind of a problem. closed cases are not easily assignable to an Arbitrator...
- Maybe we should keep the Arb/CM columns in the closed cases list in the future?
- it can be read from the cases itself, but for better overview / handling the names can be also in the overview

I've started document the overall arbitration / case manager work in the Arbitration Training Lessons => Arbitrations Training, that needs reviewed
- Does it make sense to ask someone else, for example from education list, to get an "outsider's" PoV?
- The purpose is to give new CM/As a training course at hand, and also document each procedure we are working with (i.e. the transfer of cases from the support (OTRS) disputes channel to the arbitration channel. As I've wrote it down from my work as arbitrator, the first step is probably that a 2nd, 3rd arbitrator/case manager reviews the text's, if it relates to the current practice
- Yes, of course. The outsider's view would be a third step.
- I sometimes read those pages when working on a case so they are kind of reviewed...
- I would propose ... as all texts are written by me, if someone from arbteam has reviewed one page, should forward it to education group for review as the 3rd level
- It just crossed my mind to give education list a nice small bit of a job. Chances are that noone is interested anyway. But I agree to the procedure.

- Well, one or more meetings ago, there was this idea to let people "build" their own cases, and only after that, come to arbitration. Anything happened with that idea?
- nothing happened yet
one procedure I've built up with the Support team leader, PasswordRecoveryByAssurance
- but for all other administrative issues... what about mass mailing everyone who filed a dispute for such an administrative problem and ask them to build a case file?
- Has already anyone used it live?
the only case I remember where it makes sense preparing a procedure are name change requests after marriage -> please search first 2 assurers for reassurance and come back if assurances passed
- for other cases I don't see how it can work out for arbitration system. out of my mind by transfering cases from otrs into arb.channel, 80-90% are cases with assurance points, or delete my account cases, otherwise a user can modify his account by himself
- Maybe a "quick arbitration" for account closures without certs and Assurance Points
a user could request amount of points & certs etc from support and forward the signed email. all an arbitrator has left to do is check all data (in theory)
For certs Support has to hijack the account ==> nothing to take easily
- the SE patch to read the count of certs will need about 1-3 months more to go thru software-assessment
