Specification of Rule 9: Fees and subscriptions

Introduction

Rule 9: Fees and subscriptions reads at them moment as follows:

(1)     [...] a member of the association must pay to the association an annual membership fee of US$10 [...]:
        (a)     [...] before 1 July in each calendar year

This lead to misunderstandings when the membership starts and the member is entitled to vote in an AGM or SGM. To clarify the membership run time, a change of Rule 9 is proposed. Please be aware, that this rule change also aligns members' fee and fiscal year of CAcert (CAcert's fiscal year is July 1 to June 30).

Motion

I move to add a new paragraph to rule 9 numbered (1): "The subscription starts at the date of becoming a member of the association and runs to 30 June of the same fiscal year. It will be extended for one year until the member ceases to be a member, for example by resigning in accordance with rule 7(2)."; current paragraph (1) becomes paragraph (2). I also move to include the new amount for the membership fee (EUR 10) determined by the committee in Paragraph (2).

By changing rule 9 to read:

(1)     The subscription starts at the date of becoming a member of the association and runs to 30 June of the same fiscal year. It will be extended for one year until the member ceases to be a member, for example by resigning in accordance with rule 7(2).

(2)     In addition to any amount payable by the member under rule 8(3), a member of the association must pay to the association an annual membership fee of '''EUR 10''' or, if some other amount is determined by the committee, that other amount:
        (a)     except as provided by paragraph (b), before 1 July in each calendar year, or
        (b)     if the member becomes a member on or after 1 July in any calendar year - on becoming a member and before 1 July in each succeeding calendar year

Transition Rule

While accepting this change and implementing the rule change, two independent events happen the same time:

1. the membership fee will be changed from US$ 10 to EUR 10
2. the membership year's start will change from January 1 to July 1

To handle the gap between membership year 2013 and membership year 2014/15, I hereby move: "The membership year 2014 should be 6 month long and the fee to be set to EUR 5, to be paid with the membership fee for membership year 2014/15".

        (b)     if the member becomes a member on or after 1 July in any calendar year - on becoming a member and before 1 July in each succeeding calendar year.
