Unincorporated or unlimited organisations do not need to be registered (I believe that they cannot be!) but if they are an employer, they would need an employer's pay-as-you-earn reference number issued by HMRC - this would normally be issued as a letter from HMRC to the principal/owner of the business and could constitute documentary evidence.
