Intro
Previous SGMs have been called by a small number of people.

The disruption to the organization is large and probably should be supported by at least 10 people.
Currently it is at 5% of the active members according to the rules. It is proposed that the minimum be the lower of 5% or 20.
Motion to be voted on (New Text)
By inserting rule 26(2a):
(2a) In addition to the requirements of 26(2) the minimum number of members required to request a special general meeting of the association must be at least ten. If there are less than fifteen members in the association the number of members required to request a special general meeting of the association must be at least five.
