Certificates signed and issued by CAcert are used world-wide. The check for validity of the CAcert signature in the certificate will be done via the widely published CAcert Root Certificate. As the certificate is free to use, CAcert avoids claims which are impossible to be delivered upon.

CAcert has made available a Root Distribution License to help end-users (call non-related persons or NRPs in our terms) to USE the certificates.

The CAcert community tries to do whatever is reasonable to expect from its operations. The CAcert Community take security measurements which are of a very high standard.

However, it is not reasonable, efficient nor economic for a Certificate Authority to offer any liability or protection to people outside the community. Instead, CAcert offers a zero-liability-zero-risk-to-us License to Download, just like an Open Source software license.

For people inside the community, those who have signed up for an signed up for an account and agreed to the CAcert Community Agreement (ref COD9, short CCA), CAcert is capable of controlling claims because it has a dispute resolution policy in place.
