Specification of Rule 9: Fees and subscriptions – Second Proposal
Introduction
Rule 9: Fees and subscriptions reads at them moment as follows:
(1) In addition to any amount payable by the member under rule 8(3),
a member of the association must pay to the association an annual
membership fee of US$10 or, if some other amount is determined
by the committee, that other amount:
(a) except as provided by paragraph (b), before 1 July in each
calendar year, or
(b) if the member becomes a member on or after 1 July in any
calendar year - on becoming a member and before 1 July in
each succeeding calendar year.This lead to misunderstandings when the membership starts and the member is entitled to vote in an AGM or SGM. To clarify the membership run time, a change of Rule 9 was proposed. But instead of clarifying the current situation it actually changes it. Motion
I move to change paragraph 9(1) to clarify the membership period is per calendar year, instead of the modifications in the other proposal. I also move to include the new amount for the membership fee (10 EUR) determined by the committee earlier this year while we're at it, to avoid confusion. The updated paragraph should read (subparagraphs remain unchanged):

Reasoning
While I think that rule 9 needs some clarification because there has been some confusion about it in the past, I think that this resolution is better than the previous one because it only clarifies the status quo instead of changing it. This is desirable in order to avoid issues that would arise in the change such as how to handle prepaid membership fees, overlapping membership periods and the like.
